What is the enhancement in mind? How should it look and feel?

Please provide any additional information below.

i dont care which enchant it used, but something to pull a player or npc with a fishing rod after it has been hooked, there is a plugin called dragrod that does this already, but it uses a regular fishing rod, and i wouldnt want everyplayer to have access to a weapon like that so easily, but if i added an enchantment to make it do that and then sell that item it would be awesome
