Ok thrid build out :D

- Fixed major bug! (Which Allowed Non-ops into server during downtime! Thank god it's fixed!) - Added a way to toggle off downtime (/downtime-off) - Config file remains the same

Coding permission, and downtime-all is up next! And any feature requests, post them as comments!
