Thanks to a new update to minecraft there's the command to give and take full levels (http://www.minecraftwiki.net/wiki/Commands). Would be totally awesome to change up the plugin to use full levels for the balance instead of each exp point. If you can do this, please make this a boolean option in the config file.

Copied from minecraft wiki:

xp <amount>L <playername>

Gives playername the amount number of experience levels. Maximum is 2,147,483,647. Negative amounts may be used to remove experience levels.
