Initial release of API library

The JAR contained in this, dynmap-api.jar is only used for building plugins that interface with Dynmap - the normal Dynmap package includes the classes contained in the API (as well as much more), so the dynmap-api.jar does not need to be included with any installed plugin (in face, it must not be).  Treat dynmap-api.jar the same way as the bukkit.jar is used - it serves the same purpose.
