Assassins sometimes are not picked even with 40-60 in the lobby before the start of the game. After the 10 minutes it will say "No Assassins have been chosen - Because there where not enough online Dwarves"
Config below:

I found upping the lobby_assasindeath helped with the picking but can confirm this as an issue
Also /dvz assasin, doesn't always select one.
