Still not get what it does?

PPermissions or DirectPermissions (might be the new name) is a way to directly add permissions, delete permissions, prefixes, suffixes, nicks, etc to players! And you can create worlds, teleport to them, delete them, and even set the spawn for the world! PPermissions is a way you can add permissions to players the easy way, so if they want permission to something /ppermission add <player> <permission> and they will have that permission, and if you want to delete it, simply just do this, /ppermission del <player> <permission> and it will be deleted! Check the command list and what they do next to it to see what they do and their functions!
