What steps will reproduce the problem?

A person would send a letter and it would randomly occur to anyone regardless or rank or permission.

What is the expected output? What do you see instead?

The person should receive a letter in response and be able to draft future letters with a message.  Instead, players subjected to the glitch receive letters with the same message they first sent, and future letters all say the same thing regardless of what was intended.  As an example, if a player writes a letter with the word "message", they could get a letter in return that says, "message" and only be able to draft letters with the word "message".  The letter appears to be sent normally and funds are used normally.  This bug resolves itself after what appears to be a few hours.

What version of Courier are you using?

The latest version, 1.2.1

What version of CraftBukkit ("Bukkit") are you using? 1.0.1-R1, dev build number etc.

Spigot 1.8.3

Do you have an error log of what happened?

There appear to be no errors at least as far as the console is concerned.

Please provide any additional information below.

The number of players subjected to this glitch so far has been three or four in the past 2-3 days.
