Critical fix for insta break hook.

Hopefully restores mcMMO skill compatibility with latest NCP dev builds (87+ ). Might be better to use this for earlier builds too.

You must have the CraftBukkit developement build 2327 or higher to use the set-speed hook !

FOR USE WITH the latest developement versions of NoCheatPlus 3.7 only:
