Have you wanted to let some users place and edit command blocks, but don't wish to give them operator status? CommandBlockPerms offers a solution to this. This plugin offers a permission based approach to placing, removing, and editing command blocks.
Permissions: commandblock.use: Allows players to place and destroy command blocks commandblock.modify: Allows players to modify command blocks
Note: CommandBlockPerms needs ProtocolLib in order to work
