What steps will reproduce the problem?

1. Create sign as usual with %5 line
2. Activate the sign
3. The sign will wait 5 seconds instead of working 5 percent of the time.

What is the expected output? What do you see instead?

Commands in sign expected to work and not work randomly, 5% of the time.

What version of the product are you using?

1.9.1.1
