What steps will give our plugin an "improvement"?
What is the expected output? When someone is flying you want to expect them to lose their fly (if configured) and when they fall you would also want them to not have damage when they hit the ground after someone disables their fly (also if configured). You don't want players in creative to lose their fly if someone hits at them, I can see that being annoying as all hell. Also if you're flying after someone who's also flying and hit them, you AND their fly is disabled and you both safely fall to the ground without fall damage.
What version of Combat Tag are you using? The most recent.
What version of Spigot are you using? Spigot 1.8.1
Please provide any additional information below. I don't feel like I had to answer all of this to be honest because I am requesting a feature to better enhance your plugin not only for me, but for everyone looking for CombatTag. These questions looked like you were looking for a plausible cause for an error of some sort.
Are you saying that when you attack someone they don't stop flying? I don't see how this could happen. Flying is stopped regardless of weather or not you are in creative. If you wan't players to not have their flying disabled give them the permission "combattag.ignore". If you attack someone and they are flying you will both fall to the ground and take fall damage
Are you asking for creative players not to loose fly in combat?
