- Added cooldowns - per npc, per command
- Added '--cd cooldown' to 'cmdadd' and 'cmdset'
- Added '-m' to 'cmdset' (Use this when setting the cooldown message)
- Usage: /npc cmdset -m You need to wait a little bit
