I would like to request an option to disable the new hopper limiter. Some of us are using a fork of spigot called paper which offers detailed control over hoppers and have them under control. Another mechanic monitoring and controlling hoppers isn't needed for paper users.

Shouldn't be enabled by default. You'd have to put enabled: true. Default config doesn't include a enabled key, but you can add your own and it'll read it.
