Does this happen with new worlds or only existing worlds? Reving a world generator plug in will sometimes produce odd results when given an existing world (generated with the older generator). I do my best to make sure the world is upgraded but sometimes the best thing to do is start with a new world. This issue pops up in single player Minecraft as well.
From the images it looks like there might be conflicting world generators in play. The lilypads are a tell tale feature, CityWorld never generates those. I wonder where that water is coming from.
The other thing I noticed was that in picture *09.png, there are some roads generated with wool and some have stone. In addition, the stone roads in that picture don't have crosswalks. This seems to indicate that the world was generated with a older version of CityWorld (when stone roads didn't have crosswalks. Also wool roads hasn't been the default style in a while.
If new worlds get generated like this, please send me a list of plugins being used and the configuration files for them.

ok..... This was an Existing world generated with updated generator i have no other world generators this is used in SMP I have seen citywold generate lily pads before I've never had the older version of cityworld gen.

While I am still not sure where those problems you came from, when you get the new v2.0 version of CityWorld, start a new world from scratch. I am curious to see if you are still seeing the issues.
