What is happening?

The plugin detects sign creation and show the created shop message, but when actually trying to use the shop, nothing happens.

What did you expect to happen?

I expected the shop to work as it said the shop created message.

I have the * permission and am not in any worldguard region. I am also not in creative, or adventure mode.

Please make sure that you are allowed to interact with the sign. (E.g. interaction is blocked inside the spawnradius if you aren't op) Also please provide some info about how your actual sign is setup and your server log.

And you shouldn't use the * permission, especially not for testing. Some plugins use permissions that results in functions being disabled if you have certain permissions.

Interact is allowed and and the sign is using the default setup. 

I have done some more testing and found out this this is only a problem with playershops. Admin shops are fine

Please provide your log when you are trying to buy from a player shop. Also you might want to provide the sign setup, how the sign looks after it is setup and your users.db.
