Improvements that follow the v4.1:

* Bug fixes

* added permission 'chestgenerator.others.use.bypass' - players won't be able to open the generator if the owner isn't online and they don't have the following bypass permission

* added a new configuration - 'generateItemsWhenOwnerIsOffline' with default to true

-> ItemGenerator will generate items while the owner of the chest isn't online on the server

Bug fixes:

* server reload while player wasn't online caused console errors and ItemGenerators would sometimes get stuck even if the owner gets back online

(it's still possible that for some reason an ItemGenerator would get stuck, please post any console errors if that's what happens)
