1) New config option:
    - UncensoredMsg: true/false #Default false
2) New command:
    - /censorit uncensoredmsg true/false #change config
    - /censorit uncensoredmsg personal true/false #Personal change
3)New permission:
    - CensorIt.uncensoredmsg
#UncensoredMsg could also be UCM
There should be an uncensored chat for those who want to know what word did that player say.
It would be seen on the console, OPs and players with CensorIt.uncensoredmsg permission.
Players with permission, see a double message: 1. uncensored message 2. censored message.
Players with no permission, see normally censored chat.
/censorit uncensoredmsg personal false, player sees chat normally.
