Delete config and language files to get new settings

on reload the language file will recreate but server may need another reload to register properly

Changelog:

• Add Choking
• Add choking items configuration

• Fixed if no disease got on startup null pointer error
• Prep for World guard heal region (not implemented yet)

**On start you may get initial failure to create plugin language file null errror, just restart server  - a second server restart will work fine**
