Delete config and language files to get new settings

on reload the language file will recreate but server may need another reload to register properly

Changelog:

• Add Open wound
• Add Swamp fever disease
• Added Swampfever remedy
• Added /disease cure command and permission for curing self
• Added Soothing cure which doesn't cure but relieves symptoms
• Fixed Coughing fit dropping null error
• Fixed attempting to splint or bandage non player entities error

**On start you may get initial failure to create plugin language file null errror, just restart server  - a second server restart will work fine**
