BuyExp 0.3 Fixed a bug which prevented permissions from working Migrated to Vault's permission manager - no longer reliant on superperms

BuyExp 0.2 Initial release -Bridges using Vault to your chosen economy plugin -Uses permissions (buyexp.buy) - alternatively all OPs may use the function. -It's probably not that well written - you have been warned.
