BuildACreeper
This plugin allows you to spawn a creeper by placing a leaves block, placing a TNT block on top, covering the sides of the TNT with vines, and placing a leaves block on top. The creeper-shaped sculpture will automatically turn into a creeper.
Inspired by the inclusion of Snow Golems in Minecraft 1.9.
Features:
Spawn creepers by building them
Under 50 lines :)
Permission nodes:
buildacreeper.build : Allows a player to spawn a creeper by building one. default: true

It never worked properly in the first place. It is completely useless as a mob spawning plugin. If you really want to, I can post a screenshot of the layout that is required.
