Unable to do /promote with proper permissions #654

    Describe to us the issue that you're having:
    When I attempt to use /promote user track I cannot complete the action due to insufficient permissions

    Which steps will reproduce this problem?:
    1) Have bPermissions.admin perm as true
    2) /promote player default
    3)
    ....

    Do you have an error log of what happened?
    N/A

    Which version of bPermissions are you using?: (Please don't say "latest"!!!)
    2.10.7

    Which version of CraftBukkit?: (Please don't say "latest"!!!)
    1.7.9 R0.2

    Which OS?
    Win 7 x64

    Any other information we may need (plugins, configs, etc):

    Does this still occur on the latest version? 2.10.9
