Bukkit

Describe to us the issue that you're having:
I set permissions in game using commands. they save to disk.  restart the server and not always but a fair amount of the time some of them get lost on boot or something.  End up having to go back and add them in again.

Which steps will reproduce this problem?:
1) set permission nodes in game.
2) Save to disk
3) restart server
4) permissions nodes missing.

Do you have an error log of what happened?
nothing logged about it at all. just fails to load them or something :(

Which version of bPermissions are you using?: (Please don't say "latest"!!!)
2.11.2, i believe it happened on 2.10.7c as well.

Which version of CraftBukkit?: (Please don't say "latest"!!!)
1.6.4-R2.0

Which OS?

Any other information we may need (plugins, configs, etc):
Plugins: SpoutPlugin, SpaceBukkit(tested without and confirm its not this), vault, Mchat, Stats, SQlibrary, RTK.
