Describe to us the issue that you're having:
(Bear in mind I am using MultiCraft, so editing files is a little different)
Once I edit the groups.yml file for bPermissions (to my liking), and I reload/restart the server, the changes DO NOT come into effect. I have tried switching myself and others into several different groups, however the permissions and prefixes simply refuse to work.
The prefixes are a little better. Since I use bChatManager, the prefixes will show up. That is, with a bit of commands. At first, the prefixes for certain groups do not show up at all. However, if I use the commands [/w Spawnworld][/g trialmod][/g meta prefix &cExample!] THEN they will show up.
The permissions? Nothing.

Which steps will reproduce this problem?:
1) Edit the groups.yml file to your liking.
2) Reload the server to have the files settle into their place.
3) Set a player (i.e my friend) into one of the groups I had created.
4) Sit down in a corner and cry for 30 minutes.

Which version of CraftBukkit?: (Please don't say "latest"!!!)
Since I'm using MultiCraft, I get a convenient, simplified drop down box.
I'll just say CraftBukkit 1.6.4. Sorry :(

Which OS?
Again, run on multicraft, not on my computer. However, my computer uses Windows 7.

Plugins installed: Essentials, Hawkeye, WorldEdit/Guard, bChatManager, bPermissions, WhatIsThis/WhatIsThat, Herochat (disabled). I used to have GroupManager, but I deleted the directory and jar for it.
