Describe to us the issue that you're having:
I run a server, and I want a certain permission to be run in all worlds.  I put the permissions in the global groups.yml file, under default. The command does not register. Then I remove it from global and put it in the worlds file, and it works.

Which steps will reproduce this problem?:

Do you have an error log of what happened?
No error Log. Just says permission denied for the command.

Which version of bPermissions are you using?: (Please don't say "latest"!!!)

CB 1.5.2
then I switched to
SpigotMC 1.6.2 Build #1018 (http://www.spigotmc.org/)
Same Problem
