Is it possible to have all worlds inherit the user file, but then use specific group files per world?

For instance could the mirror.yml be extended to allow control over which world inherits the user file, but also allow that same world to not inherit
the groups file? So the user file would be from the main world, and the group file would be just for the world they are in.

That way I can set some worlds to fly and others not, and not have to add users to two different world permission files.

Did I explain that well enough?
