Describe to us the issue that you're having:

I'd like to be able to run a command that will remove build rights from inactive users after a pre-set number of days. The majority of new players don't stay for long. I don't want inactive players with build rights and it takes a very long time to check for all the inactive players manually.

New users are in a particular group (builder) until they have been a regular player for a while then get placed into another group (builder+)

Perhaps something like this which would delete them from the users.yml file

-purge.groupname
-purge-days.30

/purge groupname

craftbukkit is actually 2602, not that it matters for a suggestion. :)
