Describe to us the issue that you're having:

Which steps will reproduce this problem?:
1)putting bpermissions.jar in plugins
2)reloading or restarting the server
3)It only creates mirrors.yml, tracks.yml
....

Do you have an error log of what happened? There's no log on the server, it says it's loaded

Which version of bPermissions are you using?:  v2.9.25c (I even tried older versions as well)

Which version of CraftBukkit?: #2566 1.4.6-R0.2

Which OS? Windows 7 Professional 64 bit

Any other information we may need (plugins, configs, etc): Well I did find out how to fix it last time, but I forgot how... it did occur last time as well
