Describe to us the issue that you're having:
In previous builds (including v2.9.24) adding/removing a permission would be reflecting instantly, without needing to reload configs or logout and -in.

In v2.9.25 the permissions aren't reflected without a reload or logout/-in.

Which steps will reproduce this problem?:
Define something in a plugin which needs a permission (I can upload an exact scenario if needed)
Give the player the permission using the addperm command
Try and do the previous thing and it won't work.  Logout and in and it will.

Do you have an error log of what happened?
No errors, just unexpected behaviour

Which version of bPermissions are you using?: (Please don't say "latest"!!!)
v2.9.25 (although the server reports v2.9.24)

Which version of CraftBukkit?: (Please don't say "latest"!!!)
1.4.5-R02

Which OS?
Windows 8
