Describe to us the issue that you're having:
I got my permissions set up and working but at server start up i first need to
type something before i can do any commands. it will just say "You do not have access to that command."
after doing this i can log out and in as many times and i want and it will keep working till i restart server again.

Which steps will reproduce this problem?:
1) restart server
2) trying a command

Which OS?
Windows 7

The plugins that i got are:
bchatmanager
bpermissions
essentials

One minute, "i first need to type something before i can do any commands." is that xAuth or something?

If so you will have to add the permission for the command on whatever plugin your using for authentication.

If not.. Try rechecking your perms.
