Describe to us the issue that you're having:
No one on my server can type I command (ex. /tpa) except me. It always gives my members a error "denied access".

Which steps will reproduce this problem?:
1) Any member that is not op do a command.

It looks like a plugin called Colors is causing all the issue not accepting the pre-process of the command.

Have you tried running the server with out that plugin? or updating that plugin this hardly seems like a permissions issue more of a plugin needs a fix..

However i am not a coder and I could be wrong but that is what I would try to do first.
