    Describe to us the issue that you're having:

    Which steps will reproduce this problem?:
    1)Set up bPermissions like me
    2)Give "Admin" powers to a player
    3)"Default" & "Admin" have the same permissions.
    ....

    Do you have an error log of what happened?     nope

    Which version of bPermissions are you using?: (Please don't say "latest"!!!)          v2.9.23

    Which version of CraftBukkit?: (Please don't say "latest"!!!)          #2369     1.3.2-R0.2     Development Build

    Which OS? Win 7 (x64)

    Any other information we may need (plugins, configs, etc): A copy of my server folder is attached to this ticket
