Describe to us the issue that you're having:
When i start and then stop my server and i go to look at my permissions it says that this file has been modified and erases every permission, but the groups.

Which steps will reproduce this problem?:
1) Starting and stopping server time between stop and start doesn't matter tried 30 seconds and a hour.

Do you have an error log of what happened? No i dont see any errors in the server console

Which version of bPermissions are you using?: (Please don't say "latest"!!!) v2.9.21  i think this is it im not sure if this version goes with something else though.

Which version of CraftBukkit?: (Please don't say "latest"!!!)  v1.3.1-R2.0 #2340

Which OS? Not know how to get this off the server i buy
