Bugfix for "exec w:world"

Attempt to fix the bugs on "/permissions reload" that some folks were having (I hate trying to fix bugs I can't replicate due to lack of info from folks)

Shifted permissions method to @Wolvereness's lovely method

Shifted updating to a sync task in order to avoid concurrent modification exceptions
