Implement hacky workaround for bukkit reporting wrong world on player login (so players logging into the non-default world can actually get assigned the correct permissions now, yay!)

Add several unit tests to fix any issues that may crop up.

Added the "global" files to the ApiLayer prefix/suffix handler - if no value is set and global files are enabled global files will also be checked for prefix/suffix.

"/permissions backup" command does this for you
