Fix for single group promotion tracks (with debugging messages to help track down future bugs)
Ability to use the example users.yml and groups.yml as "global" files (ie. applies in all worlds without restriction) - global permissions are overriden by world permissions
A few backend api changes to help increase performance slightly
Fix for the metadata api where having one unset value of a different priority was not being read

"/permissions backup" command does this for you
