Fix for mirrors.yml not working properly for worlds which are loaded before bPermissions is enabled
Fix (hopefully) for several uncaught null checks
Fix not clearing the cache on a new load() (this one is mainly for those using the webgui)

BACKUP ALL PERMISSIONS FILES BEFORE UPGRADING YOUR BPERMISSIONS!
"/permissions backup" command does this for you
THERE MAY BE A BUG WE DID NOT FIND IN OUR TESTING, IF THIS IS THE CASE, REPORT IT AND WE WILL FIX IT FOR YOU!
