Added debug mode toggle
Added "/permissions debug" command
Made bPermissions non-usable in offline mode by default (config.yml option)
Added ApiLayer.java for plugin authors to use

BACKUP ALL PERMISSIONS FILES BEFORE UPGRADING YOUR BPERMISSIONS!
"/permissions backup" command does this for you
