Update to 1.3.2

Fixed MonkeyPlayer.java and made sure that isOp() || hasPermission("*"); was the final check and only if other things aren't set.

Only acts if override-player: true is set in config.yml

Dinnerbone doesn't like it
Fixed "test" spamming
