Bukkit

This update incorporates a lot of features from past development builds:

• UUID system fully integrated
• global broadcasts now work as intended
• skulls debugged
• Permissions nodes: bounty.set, bounty.view, bounty.cancel
• /bountyon and /bounties commands now work as intended
• Updated to support the new Vault API
• Many hidden bugs fixed

In addition, it also fixes some issues with skull rewards.

As always, documentation for the update will be added here once the file is approved.

There are a couple glitches with the head reward system in this update. A new version will be released shortly, but until then, use this (slightly) unstable one.
