Bukkit

Massive update which brings about the following changes:

• There are now more colors, and they are now more customizable
• There is a global broadcast when a bounty is set or claimed
• Bounties can be either "known" or "anonymous," meaning the person who created them is either visible or hidden, respectively
• Bounties can now be cancelled
• When a bounty is cancelled, it gives back a certain percentage of its original value to its creator which is customizable in config.yml
• Lots of new customization options in config.yml
