What steps will reproduce the problem?
1.install plugin make mailbox. can send self mail but no one else in creative
2.other players have boxes setup
3.it will send in survival but not creative

What is the expected output? What do you see instead?
mail sent. but get mailbox not found instead

BookMailbox v0.1

Do you have an error log of what happened?
nope no log or errors created

other plugins installed  worldportal, worldedit, worldguard, realmotd, MantaMobControl.
