Bukkit

- added /leaderboard
- /check without a player name checks your own status
- /check now tells how long it will take before your next promotion
- permission nodes for every command

- creates new empty line in data file on server restart (and I have no idea why)
- get the config right ! I might add in checks for it because if you get something wrong Vault will give you tons of errors.
