This plugin by Filbert66, though its roots come from @Rothens.
Features
- Cancels creeper environment-destroying behavior.
- or optionally allows it but can leave 100% of destroyed blocks, allowing easy rebuilding.
- and/or configure a height below which it is allowed, or alternatively above which it is allowed.
- and/or define a list of blocks that are (the only/NOT) affected
- and optionally disable sound & smoke or player damage, if you really want to
- and selectively configure which entities receive damage or not.
- Cancels TNT, Fireballs, Wither explosions, ender crystal, unknown explosions (from other plugins) with all of same options as for creepers, above

- Override explosion power to strengthen/weaken each explosion type
- Option to throw destroyed blocks a distance based on proximity to explosion center; or, throw whole blocks and they get placed around [n 4.18].

mobGriefing rule not the same
I hope you see that this does much more than the mobGriefing game rule. Yes, it's almost the same as the default Anticreeper config, but not the same. In fact, this plugin started because it seemed incorrect that creepers can't blow up blocks when in the deep dark, mining. See my comment on this for an equivalent Anticreeper config.
Anticreeper allows you to do more, including fine-tune what/who gets damaged from explosions, at what height/depth you need to be to cause block damage, create protected block types, allow damage from one mob explosion but not another, and lastly but perhaps most significantly, nerf TNT damage which mobGriefing does nothing about!

Still Not Working for you?
Most common error is misspelling your world name. Log into your world and execute these commands in game:
ac world ac world on ac save
First tells you if you had it on in that world. Second activates it, just to make sure. Third saves it so it sticks.

Since 4.8 the plugin now sends statistics to mcstats.org. These are completely anonymous and help me as a plugin developer know how the plugin is being used. You can view the same data by clicking below. If you want to turn it off, simply edit plugins/PluginMetrics/config.yml and change opt-out: false to true

id like assistance with the blocklist and whitelist features etc um, i noticed it first with endermen, i thought maybe id like to allow endermen to only pickup endstone! unsure how to do that exactly though with this feature, now im thinkin i may want to let endermen grief some crops plants and other natural nonblock structures blocks etc, and thinkin ill change a lot of other blocklist and whitelist settings aswell once i have a better understanding can you help me soon? :) ty
Just posted 4.16.2, and it's already approved and downloading within 3 hours! That has got to be the fastest response I've ever had on Bukkit. Here's to hoping that the platform remains alive...

im thinking if anyone goes to use this plugin in there end world, then they are gonna have to customize the config with more entries in order to change the enderdragon entity damage settings, and this should be something that is in the config by default. idk if im right or wrong but just seems like that's what's up

It is a feature to be able to nerf dragon damage. You have to configure it how you want. I will double-check that the default config still does nothing to the dragon.

good luck, i determined that anticreeper deffinitly is this cause of not taking damage from the enderdragon. i disabled it in my servers end world and the dragons started hurtin again :) and even pushing me around! which im glad isnt a problem anymore aswell as before id just freeze till they flew all the way through me and not take damage. how can i fix this?
im wondering if anticreeper could possibly be the reason i dont take enderdragon damage? it only started happening when i switched to 1.7.9 bukkit

Never had any issues with Essentials nor Worldguard. Please start a Ticket and attach your config.yml.

This is a bug when a directory name or jar file has a space in it. I've fixed it in my other plugin, but not here yet. It is not fatal, and only causes extra translation files to not be loaded.
how compatable with essentials and worldguard is this plugin? something is causing items and drops to be destroyed from tnt even after i nerf those settings
solved my previous problem, i had to rename the jar file i guess. new problem, tnt seems to be destroying drops still after i turned off its ability to destroy drops in the config.

anticreeper is not loading up like it should, could it have compatability issues with essentials by any chance? other then that i have no idea why its not loading. i've tried reinstalling all of it and still wont load. it shows up in the plugins list though :S

Sorry for not replying sooner. I've been able to duplicate your problem, not only with crystals but with TNT. I've started a Ticket to track issues. Please see detailed comments/questions there.
