Unbreakability is not an effect, it's a boolean value for an NBT tag (correct me if I'm wrong though). Also, while we're talking about concepts, "effect" refers to a temporary change in status induced by an outside source. The fact that an item is unbreakable therefore does not fall under the concept of "effect", but rather, the concept of "attribute" in that it's an NBT tag inherent to the item.

I will also think about populating each Player with a List instead of the way it's implemented right now.
It does not fall into the type of scope that this plugin is, it would be better suited as another plugin. I'm not saying that it's a bad idea cause it is possible to do but this ranges more around applying potion effects to the player not modifying the drops from something.
Seems to be a bug with health_boost on an item when you open then close your inv it takes all the health that was healed up away cause the effect is removed then reapplied. I have made a ticket about this and a suggestion that may work to fix it.
That's not an effect in the sense that particles or potions are effects, but rather, an effect in that you're changing the outcome of a drop depending on the tool and type of block broken (subsequently, the feature becomes far more specific). A different plugin would be better for that feature.
An example on why it wouldn't be a good feature to implement would be because the following "suggestion" would be equally valid to consider and add: turning dirt into diamonds with a special type of shovel. (I'm not seriously suggesting this feature, but I'm only using it to make a point.)
there is a bug where the partical effects do not work on my bukkit server, it is a 1.6.4 bukkit server and whenever i try adding a partical effect it says it has been granted but i never see a particle effect

I will also take a look into that.
It might take a while until I have time to look and revise; however I plan on fixing minor bugs before pushing for big ideas presented by users here.

Edit: Try to chek a little bit the "FAST_DIGGING" if u can, some times the effect disappear when i wear the item! (this problem is only for haste)

Could you maybe add a feature that turns ores into ingots if you mined with a pickaxe that has a effect.

Can u add an auto smelting effect so when they have the pickaxe with auto smelting effect on it the ores turn into ingots.

I have created a ticket here. I think I can get this done by tonight, and would probably take about two days for bukkit approves.
This is fixed on version 1.4.1. Please wait until bukkit approves.
