Permissions ignored when using PEX #14

    PEX 1.18 seems to be ignoring Admin_GUI.can_reload and Admin_GUI.can_open_GUI.

    When using PEX, all users are able to open the GUI since that's the default.  Conversely, no users can access /rs since that is default.  Even OPs.

    Custom screen permissions work perfectly fine, as well as all other permissions so I don't think it's a configuration problem.

    No problem at all when using PermissionsBukkit.

    Just as stated in the comments, I can confirm this issue with PEX.

    Thank you coldandtired for looking into it. If it turns out to be a PEX issue, please tell me what doesn't work, so i can ask the PEX dev to fix it.
