Adds several new commands available to Ops

Adds commands for nicknames

Removes all enchants from anyone without permission to have enchants.

All Skeletons, Zombies, and Zombie Pigmen will wear Pumpkins and drop Seeds or Pumpkins

Allows addition of potion effects to items as enchants, as well as adding commands to change item names and enchant them
