subcommands
promote: changes players ranks (/twonhelper promote <player> <rank>)
op: ops player (/twonhelper op [player])
prefix: changes players prefix (/twonhelper prefix <prefix> - if <prefix> is "", prefix for players rank is used)

permissions
twonhelper.promote
twonhelper.setop
twonhelper.changeprefix
