What are the permissions for the blocks?

I'm using the latest version TC-ActionBlocks 1.2, have the latest version of TrainCarts and BKcommonlib loaded and am receiving this error that looks alot like @lego7man's error:

Hello ! :) I use your plugin in my serveur, but when I test this on a 1.7.2 serveur, with BKcommonLib 1.7.2, Traincart and TCHangRail work, but don't ActionBlocks... I don't know to programm, so I don't know what I will do... Could you update the plugin, if it's just a little line to modify :)
