This plugin will only work in version 1.8+, because this is a newly feature added in Minecraft 1.8.
Latest Version: 1.0 for Spigot 1.9

Description

Anytime a new user joins, he gets a message on the SCREEN with your own customisable text. If he joins for the first time, he get's the first time message, every other time he get's the welcome back message. If you don't want one of these message, you can either disable one of them, or even both. Because this plugin also comes with announcements, you enter one of the 4 commands (Aliases, use which you like the most! :D) and the plugin sends an announcement in form of a message directly on the screen. This way everyone will get notified!
Color codes can be used to! And all 3 options can be enabled / disabled and configured to your liking!

Send announcements directly on screen. (Can be enabled / disabled)
Welcome new users with an configurable message on screen. (Can be enabled / disabled)
Welcome back old users (who joined 2 and more times.) with an configurable messaeg on screen. (Can be enabled / disabled)
Random messages. (You set multiple messages for, for example the first join, and the plugin randomly choses one message.)
Custom Commands. You can create custom commands which then execute this screen text!
Tons of an always increasing amount of variables! %player% for playername, %balance% for money and much more.

screentext.use - Needed to use the commands.

Hi, great plugin! Works perfectly, however I would like to request a feature. Is there any chance you can update the plugin and make it so you can send the announcement text on screen to EVERYONE in the server at that given time? Currently it only sends the announcement to the player executing the command - I would like to however expand and use this plugin as a full on server announcement system. Thanks a lot

this plugin is no longer actively developed. I don't even have the source code anymore. I'm sure there's a plenty of alternatives for you though!

Regarding the announcement, not that it is going to help you anyway, but it indeed was intended to be sent to all online players, so it must have been a bug if it doesn't do so.

I'd hope for tomorrow or in 2 days, if that's fine for you. A huge "limitations" on my side is the constant movement between 2 homes and leaving different projects at differerent locations. :D Additionally most of my free time goes into Administration Panel.

But I hope the above ETA will work out, it'll just be an update to the recent version however, it won't contain new features, as I don't even have any ideas. If you do, tell me. :-)

EDIT: Actually, I've got good news for you. I managed to quickly update the plugin to 1.9, I've tested it and all seemed to work. It's on approval right now, soon you should be able to download it. I've also improved it a bit and it should not always corrupt on new minecraft releases.

Yeah, I will update it. But it's the same shit I had with my ItemShowcase plugin, I don't have the source anymore, so I'll need to rewrite it. Won't be much of a hassle though.

same problem as sleite using 1.8.7 Spigot fresh install. But works fine thank you. Just has major error at load and seems to leak after several hours of use. Also tends to spam when ever it is called to screen. This doesn't bother me as much as the error. But mighty fine work. Also the link you have to your other work "http://dev.bukkit.org/bukkit-plugins/screentext/pages/dev-bukkit-org/profiles/lionhard98/" requires me to login but then says I am not allowed. :) Just thought you should know.

Needs updating. Doesn't work with Spigot 1.8.3
